ORS v1 Not Planning Orders Moved Between Regions And Causing Gateway Crash (Doc ID 2109401.1)

Symptoms

On : 4.5.15 version, Performance

Actual behaviour:
-------------------
ORS is not planning some orders. Multiple orders have a NULL ETA in the STOP database table.
Approximately 350 orders were impacted. Get all Shift will return a NULL value for these orders.


Expected behaviour:
-------------------
ORS should plan multiple orders as designed


Error Shown In PCD Logs

<PCD_ID> 21/12/15 00:47:10.89 Process Gateway (<GATEWAY_ID>) started
<PCD_ID> 21/12/15 01:21:50.91 Process Gateway (<GATEWAY_ID>) is stopped
<PCD_ID> 21/12/15 01:22:00.91 Starting process: <PATH>/rmgw config=<PATH>/<SERVER_NAME>.cfg
