In Oracle Communications Network Charging and Control (NCC), the Diameter Charging Driver (DCD) does not always send a Credit Control Terminate (CCR-T) to terminate an active DIAMETER session with a DIAMETER server.
This article will attempt to explain under what conditions (ie. previous responses from the DIAMETER server) will DCD return a CCR-T to the DIAMETER server when a DIAMETER session ends.
In RFC 4006 section 5.4 and 5.6, it simply states "When the end user terminates the service session, or when the graceful service termination described in section 5.6 takes place...", a CCR-T must be sent.
