Invalid ECCKT Error on ASR Orders When Using the "NEW/FROM- Update Version" Process

Symptoms
Using the “NEW/FROM- Update Version” or creating new ASR order, after adding/editing the ASR information, clicking on “SAVE” or “VALIDATE” icon, gives an INVALID ECCKT error “The circuit corresponding to the circuit ID provided in the ECCT field should not be in a disconnected or canceled status”. There is no ECCKT value yet to Disconnect or Cancel.
Since these are New Install orders the ECCKT is not required or known. That value is provided back on the FOC from the ILEC and used on future change or disconnect orders. Expect order to Validate without ECCKT populated.
