Symptoms

When attempting to run the database setup wizard (dbsetup.bat), at the connection information screen after selecting next,
the following error occurs.

ERROR

SQLServerException: SET LANGUAGE failed because 'english' is not an official language name or a language alias on this SQL Server.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run dbsetup.bat
2. Enter database connection information
3. See error
