In our production environment, it seems there was a config error in the mail.server.ip option in the jiss.conf and because of this, the last time the backend mail server had a cluster failover, it switched to an IP address that was not listed. So since that point in time, it had been doing basically nothing.
ISS (and wasabi / Messaging Server config on the backend) should support a userid/password type scheme as an alternative to the mail.server.ip config option.
