Negative Transfer Reserved/Expected Quantity is Not Being Considered as Zero in Replenishment Calculations (Doc ID 2110637.1)

Symptoms

In Oracle Retail Merchandising System (RMS), negative transfer reserved/expected quantity is not being considered as 0 in Replenishment calculations.

Steps to Recreate:

1. Identify an Item which has 0 stock on hand (SOH) at Warehouse(WH) and has some negative units present against the transfer reserved bucket.
2. Have the Item/Location set up on replenishment such that the Net Inventory calculation suggests that a transfer be created.
3. Run the REQEXT batch and see the transfer getting created from WH to Store even though the WH SOH is 0.
