6.1 - Assessment With A Time Limit Starts The Timer On The Instructions Page Vs The 1st Question

If one creates an iLearning assessment and sets a time limit like 1 hour along with test instructions, when the user launches the assessment they get the test instructions page. The timer starts at this point vs after the users clicks continue to get to the first question
The duration timer should not start until the user gets to the first question, similar to an assessment with an attempt limit where the attempt does not count unless the user proceeds to the first question.
The issue can be reproduced at will with the following steps:
- Create an assessment and offer it. Set duration to 1 hour. Set test instructions
- Launch the assessment and view the instructions. Stay on this page for 10 minutes or so
- Next click Continue test to see the first question. You will see that you have X minutes left which will be less than one hour.
