SCORM 2004 Captivate Content Import Error Where Primaryobjective Tag Contains An Empty String

SCORM 2004 content created with captivate in some cases within the imsmanifest.xml file will not set a primary objective.
According to the SCORM spec, including the primary objective tag with an empty character string is not valid, it should contain text or removed entirely.
This causes the import to fail but does not fail import on other popular LMS platforms such as SCORM cloud.
The LMS should be more lenient here and ignore this and allow the import to proceed successfully.
Request is to be more lenient on this so that customers do not have the manually update the manfiest files in order to import these courses from a very popular authoring tool.
