Updating Store Order Quantities in SIM and Saving or Approving the Store Order Throws an Error in RMS

When a Store Order is edited and saved multiple times in the Store Inventory Management (SIM) application, it fails in Retail Merchandising System (RMS) with the following error recorded in RMS database table LOGGER_LOGS:
Steps to Recreate:
1. Create a store order in SIM with an item and a quantity and save it. DO NOT approve.
2. Open the store order created in the step above. Change the quantity (decrease) and then click 'Save'.
3. The store order save fails with a 'Severe system error'.
4. Query RMS database table LOGGER_LOGS and find that the operation failed in RMS (causing the above error in SIM) with the following error:
"sql_lib.api_msg O_error_type: O_error_message:Could not update database record."
