Removing Policy-New Button Causes Login To Be Very Slow.

It needs to be possible to remove a user's ability to create a policy manually using the New button in the policy menu. The current implementation when doing so the environment will become extremely slow upon loading any screen as well as on login. What the system is doing is going through each and every plan (about 30,000 plans in our converted data) and checking if the new button is available in each plan, as soon as it finds one plan where the button is available it loads the screen.

There should be no performance issues with the policy-new button being removed from a user.

The issue can be reproduced at will with the following steps:
1. attempt to log in with user who does not have policy-new
3. Experience slowness.

The issue has the following business impact:
Administrators cannot remove the button because if they do, it will run through each plan one by one and it will never find a plan with the New button. Going through all of the 30,000+ plans takes a few minutes rendering the environment unusable.
