On : 2.5.0.0.0 version,

Payment Tender Characteristic DTO does not create a new entity and logs an error saying
“Cannot call Cobol program - Program name is missing”;

Steps to recreate:
1. Create a new Business Service that uses a Java program that creates a new characteristic using the Payment Tender Characteristic DTO.
2. Create a BPA script that will call the Business Service.
3. Payment Tender Characteristic DTO does not create a new entity and logs an error saying “Cannot call Cobol program - Program name is missing”;
