How To Disable Rule Sets In UIM 7.2

The customer is debugging custom Web Services to pinpoint a problematic SQL (causing timeout exceptions in UIM). They want to be sure they run WS requests in isolation from any other UIM activity especially rule sets.

Can this be done by amending config file? Anything else that needs to be configured in order to achieve the this?
