Policy Object is not Populated with SRCH_CHAR_VAL Columnon on CI_POLICY_LOG table (Doc ID 2111626.1)

Symptoms

On : 2.4.0.1.0 version, DB - Database:

SRCH_CHAR_VAL Column Not Populated on CI_POLICY_LOG table for transaction completed in the UI

ACTUAL BEHAVIOR
------------------------
When the base Policy log functionality is used to create a log entry which has a characteristic value (a reference to an Outbound Message in this example - see attached), the Policy object is not populating the SRCH_CHAR_VAL column on the CI_POLICY_LOG table -it only populates the CHAR_TYPE_CD and CHAR_VAL_FK1 / CHAR_VAL columns.

Column is not populated systemically for any char types (predefined, adhoc, FK, etc).

EXPECTED BEHAVIOR
-----------------------
STCH_CHAR_VAL should be populated in CI_POLICY_LOG field with the Outbound Message for the transaction completed in this example.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add any Policy Log Entry that has characteristic value (any type)
2. Ensure the log entry is successfully created and added to the Policy, including the FK characteristic value.
3. In the back end, see that SRCH_CHAR_VAL column is not populated with the value. This column is left blank for all Char Types.
