Poor PI CCSCD1=DEL Performance

In all versions of Oracle Communications Network Charging and Control (NCC), when using the Provisioning Interface (PI) to delete provisioned subscribers using the PI CCSCD1=DEL command, high latency is observed resulting in poor throughput and overall performance.
Although not immediately obvious without an Oracle Database Automatic Workload Repository, the underlying database updates are stuck due to "enq: TM – contention".
