FLM Feeder Errors, Warnings, and Details Window Not Populating

Symptoms
On : 1.12.0.3 version, Web DMS
FLM Feeder Errors, Warnings, and Details window is not populating.
If the Feeder Load Summary is showing a condition on the Feeder exists, the "Errors and Warnings tab should be listing them
The issue can be reproduced with the following steps:
1. Bring up Feeder Load Summary
2. Select a row that has a non-Normal"Feeder Condition" and right-click to bring up Errors and Warnings and Details
3. The listing of Errors and Warnings is expected to be populated if there was a condition present on the feeder. In some cases this is not the case.
