Jobs On Freebar Not Assigning To Shifts Due To Bug Depot Selection Fixed With Planner 10.5.21 (Doc ID 2112290.1)

Symptoms

There are a number of stops that are not moving off of the freebar onto planned shifts in the planner, even though the jobs and shifts appear to have all of the necessary attributes to be scheduled. There are no warnings on the jobs such as "no suitable shift for STOP".
