Patch 21327578 Failed When Applied In Production

Symptoms
The patch 13889266 had been provided to update description in event_t table with the value 'EXTRA_SEQ_DISC_EVENT' to avoid to display it in invoice.
But after installing the patch 21327578, the above description is not getting updated.
Steps :
1. Call PCM_OP_SUBSCRIPTION_CANCEL_PRODUCT 3 times for an existing account
2. Call PCM_OP_SUBSCRIPTION_CANCEL_DISCOUNT 4 times.
3. Call PCM_OP_SUBSCRIPTION_PURCHASE_DEAL 7 times to re-purchase the cancelled products and discounts again.
The issue is seen after the step 3.
