OSM: Cancel Order Getting Stuck

Customer has an order with 37 line items. The Order is waiting in a delay task. Then, a cancel order is fired. The Order gets stuck in amending state and the cancellation is not being completed.
Moreover, if they fire the order by reducing lines items(It was tried by reducing it to 6 order line items) then it works fine.
