POSUPLD Batch Adding Non Merchandise Items to STAKE_SKU_LOC Incorrectly

Actual Behavior
If a unit and dollar stock count is in progress with snapshot exploded and snapshot updated, but not posted to the stock ledger; and a process adds an item/ location through the new_item_loc process from posupld batch for a non merchandise item, a STAKE_SKU_LOC  record is created.

This can cause a tran_code 41 to post for a non merchandise item when the cycle count is posted by stkvar batch.

Steps to Reproduce

1. Create a unit/dollar stock count for a location
2. Run stkxpld and stkupd batches.
3. Process a posupld transaction for a non_merchandise, non_inventory item that does not have an item/location relationship with that location.
4. Note that the STAKE_SKU_LOC record is created
