ERROR 'Shared Memory Realm does not exist': E drive failure or deletion (Doc ID 2115032.1)

Symptoms

When attempting to connect to the Oracle database via SQLplus,
the following error occurs. 'Shared Memory Realm does not exist'

Upon further investigation, the E drive content has been moved, or deleted.

Shared memory realm does not exist


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempting to login to SQLplus with DIVA user credentials.
2. Error is automatically present in manager logs.
3. Services unable to connect to database. 

4. E drive is missing content.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the DIVArchive services as they are unable to access the Oracle database.  This is considered a Severity 1 issue.
