New Rate Engine: Stepped Multiplier Calculation line not generating when SQ is zero
While converting our classic rates to new rates we have tested that when a Calculation Rule: Stepped Service Quantity is used to reference a zero SQ record, the Calculation line is not being generated. This will cause problems for zero consumption bill segments as they will not get printed.
EXPECTED BEHAVIOR

The Calculation Rule: Stepped Service Quantity requires a fix to work the same way as the classic rate engine.
