Symptoms

On Report Rule configuration screen, sometimes the 'Reporting Category' and 'License Category' are automatically populated against will when saving the Reporting Rule.

Screen Path: Argus Console >> Business Configuration >> Expedited Report Rule

This occurs intermittently.
