Why Does the Import Fail With Error "Security Token Could Not Be Authenticated or Authorized"?

What could be the cause that when executing an export from a production environment and then trying an import to the test environment the import fails with following error:
Exception: System.Web.HttpUnhandledException: Exception of type 'System.Web.HttpUnhandledException' was thrown. ---> System.Web.Services.Protocols.SoapHeaderException: Microsoft.Web.Services3.Security.SecurityFault: The security token could not be authenticated or authorized ---> System.InvalidOperationException: WSE565: The password provided by the SecurityTokenManager does not match the one on the incoming token.
