Failed to Start Service "ActorDistributedCache" When Starting a SSU Server (Doc ID 2116638.1)

Symptoms

Sometimes when starting a SSU managed server it is not started correctly.
There are exceptions reporting:
java.lang.RuntimeException: Failed to start Service "ActorDistributedCache"  (ServiceState=SERVICE_STOPPED)
