How to Skip Subscription Transfer Validation (Doc ID 2116877.1)

Goal

For business requirement, the user associated custom device objects (such as /device/st_esn, /device/st_meid, /device/imei etc.) to multiple subscription services.

For example:
One customer is having single handset with multiple SIM cards. If single subscription is needed to transfer, the validation process will fetch all associated services with that device, and as another subscription service is not under transfer, the validation fails.
In this case, subscription transfer operation fails with validation error: "devices associated to services under transfer, should not be associated to any service which is not under transfer"

Is there any way to skip this validation to perform subscription transfer operation successfully?
Does out-of-box BRM support subscription transfer in case of device associated to multiple subscription services?
