OPPM New Database Error - Database Is Of An Unsupported Version And Cannot Be Upgraded (Doc ID 2117008.1)

Symptoms

On OPPM 15.1.1.1, when attempting to connect OPPM to a new database (created by the DBA) the following error occurs:

ERROR

Database is of an unsupported version and cannot be upgraded


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From the OPPM console, select Add.
2. Populate the Add Database dialog with database/database server details, click OK.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, this environment is non-operational.
