OPPM New Database Error - Database Is Of An Unsupported Version And Cannot Be Upgraded

On OPPM, when attempting to connect OPPM to a new database (created by the DBA) the following error occurs:

Database is of an unsupported version and cannot be upgraded

The issue can be reproduced at will with the following steps:
1. From the OPPM console, select Add.
2. Populate the Add Database dialog with database/database server details, click OK.

The issue has the following business impact:
Due to this issue, this environment is non-operational.
