'Some Trusted Certificates Could Not Be Installed' Error When Importing A SHA2 CA Certificate (Doc ID 2117073.1)

Patch 22251660 was applied in order to have AS10GR3 work with SHA2 certificate. Patch 22251660 was applied successfully.
After the patch was applied, you still cannot import a SHA2 CA certificate from DigiCert.

The following error is encountered when trying to import the CA certificate:

Some trusted certificates could not be installed

What could be the cause of this error?
