There are several mandatory activities that don't get assigned by the scheduler when they come in. The scheduler should be assigning Mandatory activities regardless of the cost so that appointments are not missed.

This becomes a concern at the end of the day when reconnects for customer who have paid their bills need to be addressed quickly.
