XMLP_INTERNAL_OBJECTS Table Contains No Rows After Upgrading to 4.6.2 (Doc ID 2118282.1)

Symptoms

When attempting to upgrade from 4.5.2 to 4.6.2, you notice that the importing of the following tables did not occur as expected:

xmlp_internal_objects
xml_internal_objects
html_internal_objects
html_dialog_templates

For example, SELECT COUNT(*) FROM xmlp_internal_objects; returns with a count of Zero (0)
