Symptoms

On : 12.1.3 version, Planning Manager

When attempting to start the planning manager, it fails with very little information in the log file MRCRLF module: Planning Manager

The value of profile option 'MRP_SCHED_MGR_BATCH_SIZE' is 2500
The value of profile option 'MRP_SCHED_MGR_MAX_WORKERS' is 15
LOCK TABLE mrp_schedule_interface IN SHARE ROW EXCLUSIVE MODE

The value of requests pending is 0
The value of requests running is 0
CONCURRENT MRP MRCMPW "operation=4"

Successfully resubmitted concurrent program MRCRLF with request ID 18763624 to start at 02-MAR-2016 17:48:17 (ROUTINE=AFPSRS)
the following error occurs.

Further investigation shows that in the Planning Manager form the following error message is seen:

You cannot submit concurrent requests for a disabled concurrent program MRCMPW. Contact your System Administrator to enable the concurrent program.

STEPS

The issue can be reproduced at will with the following steps:
1. Start the Planning Manager
2. Planning Manager fails as note

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are not processing records in table mrp_relief_interface and they're concerned that it's leading to missing data in ASCP data collections
