Customer Center is not Validating Min/max Value of Permissions

Customer center is expected to validate min/max value of permissions.

Customer Center is not validating min/max value of permissions

Permissioning Center Help specifies that permission /accounttool/deal/customize uses limits but it ignores them when e.g. purchasing a deal with MRC(Monthly Recurring Charges)  and overriding the Cycle Fee amount or purchasing a deal with NRC (non recurring charge) and overriding the purchase amount. It does not limit even when setting all permissions (including /accounttool/product/purchase)  e.g. to Max 5000.

Customer center should stop creating an account
