How to Unlock diva DB User after error "DatabaseUnavailableException: ORA-28000: The Account Is Locked" or "ORA-28001: password expired"

Information in this document applies to any platform.
'diva' DB user is used in DIVArchive for DIVA Services + DIVA Control GUI + DIVA Config Utility to connect to DIVA ORACLE DB.
'diva' DB user can get locked due to following DB onfiguration settings:
- with Oracle 11G DB: if the FAILED_LOGIN_ATTEMPTS or PASSWORD_LIFE_TIME was changed from default (UNLIMITED)
- with Oracle 12C DB: if the default values for those resources are the ones set when installing the DB:"FAILED_LOGIN_ATTEMPTS = 10" respectively "PASSWORD_LIFE_TIME = 180"
In either case, when an end user will fail providing the correct password to connect to 'diva' DB, the accounts gets locked.
As a consequence, one can not log into the GUIs anymore, but it also blocks further DIVArchive processing.
Solution described here can be used to unlock or reset the account.
