Split of Charge is Not Occurring for the InAdvance Fees when "fm_subscription rate_change" is Enabled (Doc ID 2120195.1)

Symptoms

On : BRM 7.5.0.13.0 version, Subscription Management

Issue:

Split of charge is not occurring for the In-advance fees when the CM parameter "fm_subscription rate_change" is enabled  

Steps to reproduce:

  1. Enable below entries in cm pin.conf
    - fm_price log_price_change_event 1
    - fm_subscription rate_change 1
  2. Create a charge offer in PDC with In-advance billing (1 month in advance of billing cycle). Use MCF ( monthly cycle forward ).
  3. Create a bundle and package with above charge offer and submit the plan.
  4. Search & Open the same ChargeOffer in PDC and change its pricing as follows :
    - end_date of DateRange_1 (which holds the existing price = $100) is set as 15-Mar
    - add a new Date Range
    - start_date of new date range, DateRange_2 (which holds the new price = $200) is set as 15-Mar.
  5. On 1st Feb, create an account in Customer Center and purchase the above plan.

Actual result:

Only 2 MCFs are applied as see below, which is incorrect.

1Feb - 1Mar ---> prorated old fee
1Mar - 1Apr ---> prorated old fee

Expected result:

3 MCF events should be created with prorated charges by splitting the events like below :

1Feb - 1Mar ---> prorated old fee
1Mar - 15Mar ---> prorated old fee
15Mar - 1Apr ---> prorated new fee
