Not able to create a new record within Blanket Contract to PO module

FRM-41830: List of Values contains no entries



STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Login to WAM
2. Launch Blanket Contract to PO (under PURCHASING)
3. click LOV of Blanket (LOV Name: BLANKET_CONTRACT_NO)

received error FRM-41830: List of Values contains no entries
