NMS Client Shows "System Offline" Even When System.dat Says SMService is Not REQUIRED

Symptoms
NMS Client shows "System Offline" even when system.dat says SMService is marked as Not REQUIRED
Some services, such as SMService, mdsgateway, can be bounced without directly impacting users. When SMService is stopped and restarted, users get a "System Offline" dialog box. It is expected that the "System is offline" dialog should not appear when a non-required service is down.
The issue can be reproduced with the following steps:
1. Log in to NMS application
2. Shut down SMService
3. Note that a dialog appears indicating the system is off-line.
