ECE to Ignore Dummy Events Rather than Suspending them

ECE to ignore dummy events which doesn't have the payloads completely enriched rather than suspending them.
Here are a few cases observed for eg. Cycle forward event is triggered for prepaid services in OOTB flow which doesn't have any balances and the first usage activation in BRM triggers a sub-bal validity change with only one SubBalAudit. These are OOTB BRM events and are expected behavior and these events should be ignored by ECE rather than suspending them.
