Flat Fees Are Displaying as Performance Reports

Symptoms
IPM 3.3.20 has introduced a new issue that the flat fee records now appears in the performance report search.
STEPS
-----------------------
1. Create a deal
2. Create a license
3. Set the license fee type as a Flat Fee
4. Execute Deal and License
5. Navigate to Performance Report Search and enter deal number.
6. The flat fee record NOW appears in the performance report search.
This is not logical or applicable. Please ensure that flat fee type records do not appear in the performance report listing.
