All Instrument Tables Are in the 'All' Drop Down List Only When Creating A Data Filter After Model Upload (Doc ID 2122226.1)

Symptoms

On OFSAA 8.0.1, all the instrument tables only appear under the ALL drop down when creating a data filter after model upload.

ACTUAL BEHAVIOR
Did a data model upload. The table classification worked properly.
When we go into data filter, all tables are neither listed as classified or unclassified, they appear when the 'ALL' option is selected.

The instrument entities appear in both Expressions as well as allocation rules, they just do not appear properly in filters.

EXPECTED BEHAVIOR
Expect to see properly classified tables (like the instrument tables) under Classified drop down.

The issue can be reproduced at will with the following steps:
1. Run a model upload.  Completes successfully.
2. Run Table Classification batch which completes successfully.
2. Navigate to Data Filter, all tables are neither listed as classified or unclassified, they appear when the 'ALL' option is selected.
