Salesuploadarch.ksh Is Not Archiving Blank POSU Files

Symptoms
In Oracle Retail Merchandising System (RMS), the salesprocess batch is changing status in SVC_POSUPLD_STATUS to 'C' for blank files. However, the salesuploadarch batch is not archiving these records. Salesuploadarch does not archive any posufile which does not have a THEAD and TTAIL record, no matter whether the file is successfully processed or not.
Saexprms batch is generating posufile without THEAD and TTAIL. Due to this issue, FHEAD and FTAIL records are getting increased in SVC_POSUPLD_LOAD.
Steps to Reproduce:
1. Run saexprm.
2. Run uploadsales.ksh for the generated POSU file.
3. Run salesprocess.ksh.
4. Check status in SVC_POSUPLD_STATUS.STATUS = 'C'.
5. Run salesuploadarch.ksh.
6. Note that records FHEAD and FTAIL are not archived.
