Not Able to Log into Operations Mobile App - "No available router to destination" Message is Logged in the Managed Server Log (Doc ID 2123117.1)

A user is unable to log into Mobile App - "Could not establish connection with" message similar to this was noted in the Weblogic managed server log file:

Feb 11, 2016 8:12:34 AM EST> ; nested exception is: java.lang.RuntimeException: Could not establish a connection with[-1,-1,7004,7004,-1,-1,-1]:nms:1, java.rmi.ConnectException: No known valid port for: 'Default[t3]:t3(t3)'; No available router to destination; nested exception is:


 The user was able to successfully log into the application previously.  No known system changes had occurred since then.
