A Problem occurred in the CTM template Creation using IPSA 7.3.0 GUI, when trying to commit an imported template.

Error creating template. createTemplate(SQLException) message=ORA-29283: invalid file operation
ORA-06512: at "SYS.UTL_FILE", line 41

ORA-06512: at "IPSAADM.XTM", line 1

Customer was importing CTM templates created in a previous release of IPSA.
