Unable to Add Heading Fields to Page Two or Page Three as Flex Field (Doc ID 2123444.1)

Goal

Unable to select Heading when adding Flex Field. Would like to add more Heading fields in Page Two and Page Three tab, but is there any way to do this?
On Agile 9.3.2, there are only 10 user defined Heading fields available in Page Two and Page Three.
