Goal
On : BRM 7.5, Core Billing
Scenario:
There are two accounts, one pay type 10001 and one 10007 belonging to the first one in the hierarchy.
The bill 10001 was suppressed because of some limit rules but even if the bill was suppressed the bill_no was assigned.
Also, the subordinate bill was not suppressed and to some extend finalized (end_t was filled in, new bill for the next period was created, though no bill_no assigned).

Q1) How is bill suppression supposed to work If the top bill is suppressed but there are subordinate bills?
Q2) What is the designed functionality of bill suppression if there is a hierarchy of accounts?
