Event Poid Generated By ECE Is Not Considering The Timezone Values Appropriately (Doc ID 2123650.1)

On : 11.2.0.7.0 version, Rating business logic

ACTUAL BEHAVIOR

ECE rated CDRs are loaded into incorrect event table partitions in BRM. On further analysis, it is observed that event POID generated in CDR from ECE is not aligned to BRM's event table daily partition (High Value).

STEPS
-----------------------
ECE:
Usage Rated on 5th Feb 2016 and generated CDR Filename - BRMCDR_GSM_1_1449085964409331027.out.bc.tmp which has event POID as 1449085964409331030.

BRM:
CDR got loaded into Event Table Delayed Daily (4th Feb 2016) Partition.
 
Also, High Value for Event Table Delayed Daily (4th Feb 2016) Partition is greater than that CDR event POID.
 
Once more observation: events with created_t less than 08:00:00 hrs of current day are loading into previous day partition.
