Unable To Select Manage Order Fallout In Order Life Cycle Policy And Target Version For Sealed Cartridge

In O2A PIP 2.1.0 solution, we have designed to use new fallout strategy of OSM 7.3 where we configured 'Fallout Do' execution mode in compensation tab.
When a task failed and moved to 'Do in fallout' mode, tried to retry the failed task but it was not allowing as the OLP is configured from In Progress to Manage Order Fallout.
To configure this we need to unseal the COM & SOM Base Cartridge in O2A PIP solution, even after unsealing & modifying the OLP the solution still not worked as Target version of COM & SOM Base cartridge is 7.2.4 and this new fallout feature is not supported in this version.
Now we have 3 questions:
1. How to handle modification of Order Life Cycle policy of COM & SOM cartridges with out unsealing
2. What are the implications of changing the target OSM version to 7.3 to allow new fallout strategy to function as expected
3. If target version need to be changed, do we need to change only for COM & SOM base cartridges or to all cartridges in O2A PIP solution.
4. If only unsealing is the option, how about the future oracle support on the unsealed solution.
