FileLoad Fails When the File Name Contains Chinese or Japanese Characters

Goal
When attempting to perform FileLoad with file name including multibyte characters such as Chinese or Japanese the following error occurs.
Error
Row #1:ITEM,P00026,,C:\temp\???????・・??jpg,FILE,Description="Fileload,Test"
Cannot find the file to be attached.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Upload C:\temp\アトリビュート.jpg to the application server directory.
- Create a index file : test0112a.txt
ITEM,P00026,,C:\temp\アトリビュート.jpg,FILE,Description="Fileload,Test" - Log into web client
- Go to Tools and Settings > Fileload
Attribute Delimiter check : Other ,
Attribute Name-Value Separator =
Text Qualifier: "
MultiList Delimiter: ;
Attach to the latest revisions when the specified revision cannot be found : null
Attach files to Incorporated Items : null
Create a separate folder for each file : null - Perform FileLoad
