Comments Field Count Single Japanese Word as 3 Letter (Doc ID 2124359.1)

Actual Behavior
From the web client, when pressing Next Status button for a change and enter single Japanese word to the Comments field, the word will be counted as 3 letter. In english, single word will be counted as 1 letter.

This issue does not happen when entering single Japanese word to Description field on a Change object cover page tab. Single Japanese word to the Description field will be counted as 1 letter.

Expected Behavior
From the web client, when pressing Next Status button for a change and enter single Japanese word to the Comments field, the word will be counted as 1 letter.

Steps

1. Login to Web Client
2. Move to a change object
3. Enter single Japanese word to Description field. (Counted as single letter)
4. Press Next Status button
5. Enter single Japanese word to Comments field. (Counted as 3 letter)
