Questions About The 'Store Partition Is Full' Mechanism In Message Store

Goal
When a message store partition (index or message) approaches 100% full, there seems to be some sort of protection mechanism that kicks in that prevents writes from being attempted either via ims-ms message delivery or any IMAP operations that would result in a write. The error seen in mail.log_current is 'Store partition is full' and in the imap logs we see 'No space left on device'.
The questions are:
1. What is the exact threshold that triggers this condition?
2. And how does the condition get cleared? For instance, even after freeing space down below 98% full, the delivery errors and 'Store partition is full' messages continue until the store is restarted.
3. Is a store restart really needed to clear this condition?
