Browser Language Set to Japanese but Web Client Login Error Message Show English

Symptoms
Actual Behavior
During the Web Client login, when the username is set to existing username like admin and password set to wrong password and press login button, following message is displayed in english even when browser language setting is set to Japanese(Japan)[ja-JP].
When the username is set to non-existing username like xxxx and password set to any character and press login button, error message is displayed in Japanese.
Expected Behavior
When browser language setting is set to Japanese(Japan)[ja-JP], it will show Invalid User ID or password error message in Japanese for both non existing username and existing username.
Steps
The issue can be reproduced at will with the following steps:
- Set Internet Explorer browser language setting to Japanese(Japan)[ja-JP]
Tool > Internet Explorer > Language button - Restart Internet Explorer
- Go to Web Client Login page.
- username is set to existing username like admin and pasword set to wrong password
- Press login button
