Report Fails To Run From P6 And Generates Error "Invalid parameters requested" In The P6WebAccess.html Log File When The Report Contains A "Fixed Data" List Of Value Parameter And The Fixed Data Label Does Not Match The Value

When attempting to run a report from the P6 reports applet, the report fails to run if it contains a "fixed data" list of value parameter where the "Label Value" does not match the "Value", resulting in the following error in the bipublisher.log file:

The issue can be reproduced at will with the following steps:
1. Create a report in BI Publisher
     a. The data model should include a "Fixed Data" LOV
     b. The "Fixed Data" LOV will require a) a Label and b) a Value. Set the Label to "Yes" and the Value to "Y"
     c. Complete the remaining report context
2. Run the report from within P6 and note the error which occurs above.

For the report to run if it contains a "Fixed Data" LOV where the "Label" does not match the "Value".
